The biggest beneficiaries of any sugarcane package are UP and Maharashtra. In June, the Centre announced a ‘bailout package’ of Rs 8,000 cr for the industry. A month earlier, it had announced a Rs 1,540 cr subsidy to allow millers to clear some dues. In March, it waived 20% customs duty on sugar to clear surplus stock before the next season.
