Markets open flat, Sensex nears 39,000-mark

30-share BSE Sensex opened close on heels of the 39,000-milestone at 38,989.65 and was consolidating itself at those levels. The broader 50-share NSE Nifty was was testing the 11,750-level after opening at 11,744.95 with a minor dip.
